BESAFE divides the policy cycle into five phases:<\/p>\n<p>\u00a0<\/p>\n<ol>\n<li><strong>Problem framing<\/strong>, where the issues that the policy needs to address are identified<\/li>\n<li><strong>Policy formulation<\/strong>, where policy options are developed<\/li>\n<li><strong>Policy adoption<\/strong>, where a particular course of action is adopted<\/li>\n<li><strong>Policy implementation<\/strong>, where policies are put into effect<\/li>\n<li><strong>Policy evaluation<\/strong>, where results are monitored, and problems and solutions reconsidered<\/li>\n<\/ol>\n<p>The <span style=\"color: #286239;\"><strong>context<\/strong><\/span> and the <span style=\"color: #286239;\"><strong>parties involved<\/strong><\/span> in the <span style=\"color: #286239;\"><strong>decision making process<\/strong><\/span> evolve from phase to phase and, as our results show, <span style=\"color: #286239;\"><strong>selecting the right <span class='tooltipsall classtoolTips18' style='border-bottom:2px dotted #888;'>arguments<\/span> is therefore phase specific<\/strong><\/span>.<\/p>\n<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<script type=\"text\/javascript\"> toolTips('.classtoolTips27','The variety of living organisms and the ecological complexes of which they are part.
