style='border-bottom:2px dotted #888;'>Biodiversity<\/span> decision making processes are part of a <span style=\"color: #286239;\"> <strong>policy cycle<\/strong><\/span>, and processes at all stages have their own characteristics and requirements. Most decisions about biodiversity conservation are ultimately taken by authorities or bodies with authority, but mostly they are the result of a complicated decision making process <span style=\"color: #286239;\"> <strong>involving multiple parties<\/strong><\/span>, within a framework that is set by general as well as <span style=\"color: #286239;\"> <strong>biodiversity policy<\/strong><\/span> and, ultimately, voters.<\/span><\/p>\n<p>The <span style=\"color: #286239;\"> <strong>power structure<\/strong><\/span> in a decision making process plays an important role in determining the outcome. Especially authorities can at certain stage of the policy cycle be in a position to use their (legal) power to force a decision, as for instance often happened in the national adoptions of <span style=\"color: #286239;\"> <strong>Natura 2000 policy<\/strong><\/span>.<\/p>\n<p>But stages in a policy process are not independent of one another, and causing annoyance by forcing a decision in one stage can have a negative impact on progress in a consecutive phase, like for instance happened in <span style=\"color: #286239;\"> <strong>Natura 2000 policy implementation in the Netherlands<\/strong><\/span>.<\/p>\n<p>Especially in the policy implementation phase, results often depend on cooperation of and compromise and consensus between a number of parties. Decision making then depends on the <span style=\"color: #286239;\"> <strong>dialogue, trust and credebility<\/strong><\/span>, and to produce results the process needs to run its course and needs to take its time. Time\u00a0that is can also be used to develop the\u00a0<span style=\"color: #286239;\"> <strong>capacity\u00a0to build effective argumentation<\/strong>.<\/p>\n<p>Numerous factors make up the context for decision making. The socio-economic setting and the interests of the parties involved can be seen as part of it. The same is true for the level of knowledge, <span style=\"color: #286239;\"> <strong>beliefs and assumptions<\/strong><\/span> of the people involved. Social and legal obligations will usually also be factors depending on the interactions between <span style=\"color: #286239;\"> <strong><span class='tooltipsall classtoolTips19' style='border-bottom:2px dotted #888;'>governance<\/span> levels and modes<\/strong><\/span>.<\/p>\n<p>BESAFE\u2019s results show that <span style=\"color: #286239;\"> <strong>tailoring<\/strong><\/span> of <span class='tooltipsall classtoolTips18' style='border-bottom:2px dotted #888;'>arguments<\/span> to the situation, using the right <span style=\"color: #286239;\"> <strong>framing<\/strong><\/span> and the right <span style=\"color: #286239;\"> <strong>strategies<\/strong><\/span> are important factors determining the <span style=\"color: #286239;\"> <strong>effective use<\/strong><\/span> of argumentation in decision making.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/section>\n<script type=\"text\/javascript\"> toolTips('.classtoolTips27','The variety of living organisms and the ecological complexes of which they are part.
